      The article discusses a report from America's Promise Alliance, "Every Child, Every Promise: Turning Failure into Action," on how young people are affected by not having adult supervision once they get out of school. America's Promise Alliance is a network of business and education groups formed by former Secretary of State Colin Powell. According to the America's Promise report, children need five sets of developmental resources. They are: caring relationships with adults in and out of school; safe families, schools, and communities and the chance to engage in constructive activities such as after-school clubs and teams; a health start and healthy development; effective education for marketable skills and lifelong learning; and opportunities to make a difference through helping others.
