The article reports on the case of Yakima, Washington, and other communities, which accepted overseas doctors and other skilled workers to reside and work in the U.S. by way of the visa program H1-B. Now, provision J-1 is threatening the immigration of people in skilled trades. It requires a commitment of three years in underserved areas, which many foreign doctors do not want to do for lack of healthcare technologies. As a result, small towns are losing doctors and politicians say J-1 is outdated.
