      The article discusses a multicultural and multilingual framework for intermediate and secondary school curricula in the U.S. Based on the extensive research by educator Benjamin Bloom, he postulated that it is possible to provide a teaching and learning environment where approximately 95 percent of the students can achieve mastery learning. Selective treatment of indigenous and immigrant groups in the country makes it necessary for teachers and students to wrestle with the treatment that both groups receive in the nation-building sage of the country.
