      A speech titled "Five Lessons Learned During Difficult but an Exhilarating Decade," delivered by outgoing U.N. Secretary-General Kofi A. Annan at the Truman Library in Independence, Missouri, one December 11, 2006, is presented. For his stepping-down speech, Annan explains five lessons he has learned in the ten years he has held his position. Among them are that in today's world, the security of every one is linked to that of everyone else; we are all responsible for not only each other's security, but each other's welfare; and that both security and development depend on respect for human rights and the rule of law.
