      The article reports on the global decline in infant mortality rate and the concerns about disparities. The stagnation in improvements in health care and increases in infant mortality rates in other countries contributed to the decline in infant mortality. The lack of progress in reducing child deaths in less-developed regions, such as Africa, is due to HIV/AIDS epidemic and other diseases. Instability in poor countries prevents mothers and infants from receiving prenatal and early infant care. Access to medical care is also hindered by racial and ethnic discrimination.
