      The article reports on how a recent U.S. federal court ruling promises to intensify the national debate over efforts to prevent voting fraud. The issue came up after Arizona voters passed Proposition 200 in 2004. The new law, which takes effect in November 2006, requires voters to provide proof of citizenship when they register by showing copies of driver's licenses, passports or other state or federally issued identification.
