      The article reports on the plan of the American Council on Education to build an office in Dupont Circle, Washington. The building, which will house offices for the council and several other education associations, is scheduled to be finished in early 1971. The council has accepted a $2.5 million grant from the W.K. Kellogg Foundation. The fund represents nearly half of the estimated $5.5 million construction cost of the planned National Center for Higher Education.
