      The article reports on the delegation of the Soviet Union to the U.N. that it would not attend the Disarmament Commission when it meets on January 1, 1958 unless two conditions were met. The conditions include a reconsideration of the resolution adopted by the General Assembly on November 15, 1957 endorsing the Western arms proposal as basis of new talks and further enlargement of the Disarmament Commission. The Soviet Union insists that the Commission consist of all 82 members of the U.N. In response to pressure from India and other nations and in order to avoid a Soviet boycott, the Western powers agreed first to the addition of ten members and then to four more.
