The article presents the text of the 1904 treaty between the United States and Panama in which the United States agreed to build the Panama Canal. The treaty states that the U.S. and Panama both desire the construction of a ship canal across the Isthmus of Panama to connect the Atlantic and Pacific Oceans. Article one guarantees the maintenance of the Republic of Panama's independence from the U.S. Article two says that Panama grants the U.S. in perpetuity the use, occupation, and control of a zone of land and water for the construction, maintenance, operation, sanitation, and protection of the canal. Article three says Panama grants America the rights, power, and authority within the zone specified in article two.
