The article discusses U.S. President Bill Clinton's wife Hillary Clinton's taxpayer-funded international travels. In the nine months after the Monica Lewinsky scandal, she has taken eight foreign trips without her husband, which were paid by the Department of State. As of May 1999, she has taken more than 20 trips abroad to 66 countries without her husband. Her spokeswoman Marsha Berry justified these trips as the first lady's mission of promoting democracy along the globe. The first lady has the advantage of exploiting her foreign travel in her Senate election campaigns.
