      The article discusses the administrative responsibility of special educators in instituting educational programs for the severely retarded children. Severely retarded children refers to children whose intellectual and whose mental retardation is irreversible, but who may benefit from training designed to further personal and social development and economic usefulness. Selection of children to be enrolled is the most basic responsibility of the administrators. It is their responsibility to provide a policy for selection which will ensure that only the children for whom the program was designed be admitted.
