      The article examines how the organization of contemporary institutions foster innovation. The six stages of a project which describes a process by which organizational innovations rise and fall are wild enthusiasm, disillusionment, total confusion, search for the guilty, persecution of the innocent and praise and honor for the non-participants. There is a need to understand the process and the ways that enthusiasm tends to downplay the importance of evidence so that people can approach institutional fads as observers rather than as participants.
