      The article focuses on the Shanghai Women's Federation's (SWF) activities around its grassroots organization, the women's congress, in the early 1950 under China's socialist state. It considers various issues including the participation of SWF in socialist state building, how did its participation transform the social landscape and what can its struggle of institutional building tell us about gender politics in the state process.
