      The article reports on the technological innovation in which computers will replace human beings in watching surveillance monitors. This is based on the motion-based recognition concept. In November 2000 in Orlando, Florida, the military will commercially test such electronic monitoring. Orlando has installed four surveillance setups in a high-crime neighborhood. Fires or any unusual body movements can be detected by the system, after which a live human being will be alerted to investigate.
