      The article reports that four key members of Detroit, Michigan Mayor Kwame Kilpatrick's administration have left or plan to leave in the months ahead, which one political consultant said is a typical trend with unusual timing. Henry Hagood, director of development activities in the Planning and Development Department, resigned last week under fire in connection with his handling of the sale of several land parcels. Already gone is COO Carolyn Williams Meza, who oversaw 10 departments, including those that light and clean Detroit streets, run buses, take care of parks and the airport and manage water and sewer systems.
