This article presents an analysis of the conception of the civil-military union in Venezuela from 1999 to 2007, based on the way in which the constituent process was developed and, consequently, the type of democracy that the National Constitution sought to produce. We observe the role assumed by the Armed Forces, its relationship with the notion of "co-responsibility" between State and Society in matters of defense, security and development. Searching for continuities between "the origins" of Chavismo and the government process, we investigate the type of militarism that has characterized Venezuela, and the forms of war and conflict hypotheses that the governments of Hugo Chávez are going to adopt. Since 1999, in turn, we have asked ourselves about the place that the military had in emergency assistance programs or in Social Missions, as well as in various doctrinal formulations, based on the notion of Comprehensive Defense of the Nation, which After the coup of April 2002, it will gradually lead to the formulation of the "People's War of Resistance." Este artículo presenta un análisis sobre la concepción de la unión cívico-militar en Venezuela desde 1999 hasta 2007, a partir del modo en que se desarrolló el proceso constituyente y, en consecuencia, el tipo de democracia que la Constitución Nacional buscó producir. Observamos el rol asumido por las Fuerzas Armadas y su relación con la noción de "corresponsabilidad" entre Estado y Sociedad en materia de defensa, seguridad y desarrollo. Buscando continuidades entre "los orígenes" del chavismo y el proceso de gobierno, indagamos sobre el tipo de militarismo que ha caracterizado a Venezuela, y las formas de guerra e hipótesis de conflicto que adoptaron los gobiernos de Hugo Chávez. Desde 1999, a su vez, nos preguntamos sobre el lugar que los militares tuvieron en programas de asistencia ante urgencias o en Misiones Sociales, tanto como en diversas formulaciones de carácter doctrinarias, a partir de la noción de Defensa Integral de la Nación, la cual luego del golpe de abril de 2002, abrevó gradualmente en la formulación de "Guerra Popular de Resistencia". Lo hacemos a partir de un abordaje cualitativo, por medio del análisis de legislaciones, documentos políticos y entrevistas en profundidad a dirigentes tanto civiles como militares.
