      In a letter to Congressional leaders, President Joseph R. Biden Jr. reports that Yemen-based Houthi militants have been attacking United States military forces and commercial shipping in the Red Sea region since November 2023. To protect personnel and assets and degrade the militants' ability to carry out future attacks, the United States, along with other countries, conducted strikes on Houthi underground storage sites and other associated locations. The strikes were conducted in a manner to limit escalation and avoid civilian casualties.
