      This article focuses on China's basic policy in urbanization. China's basic policy in urbanization is to control the size of large cities, develop medium-sized cities in a rational way, and actively develop small cities. This policy was arrived at on the basis of experience gained in urbanization since the founding of the People's Republic, taking into consideration the experience of economically developed countries in their urbanization, and in view of China's situation and its needs in socialist modernization. The policy was the result of much research and discussion among people and experts working in the field and was adopted by the National Urban Planning Conference in October 1980. It was approved and promulgated by the State Council in December of the same year. The policy, enjoying support from the majority of the people of all quarters concerned, has now been in effect for two years. Results, however, have not been remarkable, due to the short period of time involved and various other factors.
