    • Abstract:
      This paper explores the concept, basic characteristics, requirements and standards of web sites accessibility, with particular consideration of quality guidelines for higher education institutions web sites. Short review of previous research results have been presented and they deal with methods, application of tools and results of higher education websites evaluation, especially universities and university schools. The results of previous research analysis show that that the topic of this research is modern, there is a trend towards evaluation process automation and the previous results of web sites accessibility analyses (performed according to WCAG guidelines) are unfavorable for universities and university schools websites in different countries. This paper presents two examples of available software tools TAW and examinator, which are used, according to WCAG 2.0 (Web Content Accessibility Guidelines), for automated evaluation of websites accessibility. Software tool TAW has been used for empirical research in automated evaluation of old and new web site of Technical faculty “Mihajlo Pupin” Zrenjanin. Additionally, evaluation model for manual accessibility assessment has been developed according to WCAG 2.0 guidelines. Results of empirical research presented in this paper show applicability of existing evaluation software tool TAW, as well as the proposed evaluation model for manual assessment. Automated and manual evaluation have, during their application, resulted in diametrically opposite results within comparison of old and new web site of the faculty. This paper presents an example of how software tools and methods could be used for evaluation of websites accessibility. It also resents an encouragement to pay special attention to quality (in particular aspect of accessibility) within development of new or improvement of existing websites of educational institutions.       U ovom radu razmatran je koncept, osnovne karakteristike, zahtevi i standardi pristupačnosti veb sajtova, sa posebnim osvrtom na smernice za kvalitet veb sajtova visokoobrazovnih institucija. Dat je kratak pregled prethodnih istraživanja koja se odnose na metode, primenu alata i rezultate evaluacije veb sajtova obrazovnih institucija, a posebno fakulteta i univerziteta. Analizom prethodnih istraživanja utvrđena je veoma velika aktuelnost teme, trend ka automatizaciji procesa vrednovanja, kao i nepovoljni rezultati stanja pristupačnosti veb sajtova fakulteta u različitim zemljama u okviru evaluacija koje su rađene prema WCAG smernicama. Prikazana su dva primera dostupnih softverskih alata TAW i eXaminator, koji se koriste za automatsku evaluaciju pristupačnosti veb sajtova u odnosu na WCAG 2.0 (Web Content Accessibility Guidelines). Primenom alata TAW realizovano je empirijsko istraživanje automatskog vrednovanja starog i novog veb sajta Tehničkog fakulteta „Mihajlo Pupin“ Zrenjanin. Pored toga, na osnovu WCAG 2.0 smernica, kreiran je evaluacioni model za manuelno vrednovanje pristupačnosti. Empirijskim istraživanjem u ovom radu utvrđena je primenjivost dostupnog evaluacionog softverskog alata TAW, ali i predloženog evaluacionog modela za manuelno vrednovanje. Automatska i manuelna evaluacija su tokom primene dali dijametralno suprotne rezultate u komparaciji starog i novog veb sajta fakulteta. Ovaj rad daje primer primene softverskih alata i metoda za vrednovanje pristupačnosti veb sajtova. Takođe, predstavlja podsticaj da se prilikom izrade novih ili unapređenja postojećih veb sajtova obrazovnih institucija posebno obrati pažnja na kvalitet u aspektu pristupačnosti.
