      This chapter deals with the foreign policy challenges facing Azerbaijan. Besides the nation's burgeoning oil wealth and its strategically important location on the world stage, Azerbaijan must carefully balance the interests of Russia, Iran, and the West. Azerbaijan's regional policy primarily revolves around its relations with Russia and Iran. Although Russia no longer controls Azerbaijan, as the major regional power it still plays an important role. The Iranian government accuses Azerbaijan of illegally surveying for oil in its section of the Caspian Sea. Iran and Azerbaijan also do not see eye to eye on the role Islam should play in their political governance. The third regional power is Turkey. Not only do they share similar ethnic identities, but Turkey's secular Muslim philosophy greatly appeals to the Azerbaijanis. Due to the war on terrorism, Azerbaijani relations with the U.S. have expanded. The country's pariah status changed because it was a secular Muslim society willing to fight terrorism.
