Democrats achieved key victories in several off-year elections in 2023, with each victory being influenced by voter support for abortion rights. Democratic Governor Andy Beshear won re-election in Kentucky, benefiting from incumbency and strong approval ratings, as well as successfully painting his opponent as too conservative on abortion. In Virginia, Republican Governor Glenn Youngkin lost his bid to flip the Democratic-held Senate, which would have allowed him to enact a conservative agenda, including a 15-week abortion ban. Additionally, Ohio voters approved a ballot measure establishing a state constitutional right to reproductive decisions.
