Finally, when writing about the ethics of espionage and counterintelligence in the context of national security, one must always remember that those activities are conducted by individuals who occupy specific institutional roles. This book is a welcome call to investigate in greater detail the implications of an expanded conception of national security for the ethics of espionage and counterintelligence. Second, much of espionage ethics appeals either to consequentialism (whereby the good or bad consequences of an operation are all that matter for its ethical assessment) or to Kantian ethics (whereby what matters is the nature of the operation itself and how it brings about those consequences).
