      The article reports that the U.S. Congress soon will have appropriated $200 billion for Iraq without the House and Senate authorizing a nickel of it through the Armed Services committees. Until just a few days ago, U.S. President George W. Bush and Defense Secretary Donald Rumsfeld could dismiss the ranting of Senate Appropriations ranking member Robert Byrd, about how they were violating the Constitution and derailing responsible budget practices by the way they were getting money out of Congress for Iraq. The president must stop relying on emergency supplementals and quit stonewalling Congress on future costs of military operations in Iraq and Afghanistan, a majority of senators said.
