Citizen Participation to Overcome Crisis During Covid-19 Pandemic on Arnstein’s Ladder Participation in Bogoarum, Magetan. (English)

This article aims to describe the implementation of community-based approach of Kampung Tangguh Semeru community as a strategy to address the crisis which emerged following the covid-19 outbreak. This approach requires the participation of community members to prevent the transmission of the virus and overcome the impacts of the pandemic. This participation can be assessed by investigating the extent to which these members were involved in the implementation of the community-based approach. This research was conducted in Boroagum Village, Magetan. The research utilizing qualitativedescriptive method to explore the participatory process of Bogoarum Village in handling the Covid-19 pandemic through the Kampung Tangguh Program. The data were collected through various techniques, including in-depth interviews, observation, and secondary data. This study found that the strategy to overcome the pandemic adopted three principles of community development encompassing human orientation, various forms community of participation practices such as “warung gotong royong,” “jimpitan” and “Bank Sampah.”. Moreover, this study also found that the participation of those members is included on three highest levels of Arnstein’s ladder of citizen participation consisting of partnership, delegated power, and citizen control. The partnership level is achieved as community members and authorities are in equal position in the decision-making process which is common in jimpitan and bank sampah programs. The delegated power level is found on catfish cultivation and hydroponic vegetable as well as controlling the implementation of health protocol programs which involve the participation of community members from the planning to their implementation. Citizens’ power at the highest level of participation is adopted in warung gotong royong program as the community members have managerial power, ranging from planning, implementation, to benefits gained from the program. Artikel ini menjelaskan penerapan pendekatan berbasis komunitas (community-based) approach yaitu Kampung Tangguh Semeru sebagai sebuah strategi untuk mengatasi krisis yang terjadi akibat pandemic covid-19. Pendekatan ini mensyaratkan partisipasi aktif dari anggota komunitas dalam mencegah penyebaran virus dan penanganan dampaknya. Pertanyaan yang sering muncul terkait dengan proses partisipasi ini adalah sejauh mana anggota komunitas tersebut dilibatkan dalam penerapannya. Penelitian dilakukan di Desa Boroagum, Magetan, dengan menggunakan metode kualitatif-deskriptif. Hasil studi menunjukkan bahwa penerapan program Kampung Tangguh Semeru sudah mengadopsi tiga prinsip utama dalam pemberdayaan masyarakat yaitu berorientasi pada manusia, partisipasi dan kemandirian, misalnya dalam pelaksanaan program jimpitan, warung gotong-royong dan bank sampah. Lebih lanjut, hasil penelitian juga menunjukkan bahwa partisipasi warga dalam program Kampung Tangguh Semeru termasuk dalam tiga tingkatan tertinggi dari teori tangga partisipasi Arnstein yaitu kemitraan, kuasa yang didelegasikan dan kendali warga. Level kemitraan bisa dijumpai pada program jimpitan dan bank sampah yang proses penetapannya dilakukan secara bersamasama oleh warga dan pemerintah desa. Level delegasi kekuasaan dilakukan pada saat penentuan ide atau inovasi untuk perencanaan program budidaya lele, sayur hidroponik dan patroli protokol kesehatan diserahkan sepenuhnya pada warga desa. Penerapan level partisipasi kuasa atau kendali warga bisa dilihat pada program warung gotong royong dimana warga secara mandiri mampu mengelola sendiri warung tersebut, mulai dari perencanaan, pelaksanaan, dan menikmati hasil dari beroperasinya warung.
