乡风文明建设助推农村基层 治理现代化的现实思考. (Chinese)

Realistic Thinking on Promoting Modernization of Rural Grassroots Governance by Rural Civilization Construction. (English)

Achieving rural civilization is one of the important goals of implementing the rural revitalization strategy mentioned in the report of the 19th National Congress of the Communist Party of China. Rural civilization construction is essentially the core of rural spiritual civilization construction, which can not only be used as a cultural carrier connecting the subject and object of rural grassroots governance, but also provide the necessary soft environment for the modernization of rural grassroots governance, and play the role of “promoting the real with the virtual” of rural civilization. At present, although the construction of rural civilization has made great progress and remarkable achievements in promoting the modernization of rural grassroots governance, it still faces severe challenges such as the lack of rural governance subjects, the loss of moral emotions among village households, the low level of farmers’ ideological and cultural education, and the difficulty in changing customs. In view of the fact that the improvement of social civilization is a slow process, strengthening the overall planning ability of rural party organizations, enhancing the construction of rural grassroots cultural positions, cultivating farmers’ ideological morality and awareness of the rule of law, and formulating effective “selecting talents” and “keeping talents” policies are the future focuses of optimizing the construction of rural civilization and promoting the modernization of rural grassroots governance. 实现乡风文明,是党的十九大报告中所提到的实施乡村振兴战略的重要目标之 一.乡风文明建设实质上是农村精神文明建设的核心,它既可以作为连接农村基层治理 主体与客体的文化载体,又可以为实现农村基层治理现代化提供必要的软环境,发挥乡 风文明 “以虚促实”的作用.当前乡风文明建设在助推农村基层治理现代化的过程中虽 取得重大进展和显著成效,但仍然面临农村治理主体缺失、村户间道德情感流失、农民 思想文化程度低、移风易俗工作难度大等严峻挑战.鉴于社会文明程度的提高是一个缓 慢的过程,加强农村党组织的全面统筹能力,加强农村基层文化阵地建设,培养农民思 想道德修养和法治意识,制定有效的 “选人” “留人”政策等,是优化乡风文明建设、 助推农村基层治理现代化的未来着力点.
