CURRENT DEVELOPMENTS IN PUBLIC PROCUREMENT IN THE REPUBLIC OF MOLDOVA. (English)

Public procurement is a broad concept that encompasses the process by which state-authorized entities seek suppliers of goods, works, and services. Likewise, public procurement represents an organized system of purchasing goods, performing work, and providing services to meet the needs of municipal and state institutions. Since 2007, there has been a continuous process of creation and development of the public procurement system in the Republic of Moldova. An important factor in this has been the European integration process. The dynamics of the annual volume of public procurement, in which the purchase of goods predominates, is unstable. In recent years, there has been a certain decrease under the influence of a pandemic crisis. Also, the qualitative transformation of the public procurement system in the Republic of Moldova through the massive implementation of information technologies and modern standards of transparency is remarkable. Achizițiile publice sunt un concept larg care cuprinde procesul, prin care entitățile autorizate de stat caută furnizori de bunuri, lucrări și servicii. De asemenea, achizițiile publice reprezintă un sistem organizat de achiziționare de bunuri, efectuare de lucrări și prestare de servicii pentru a răspunde nevoilor instituțiilor municipale și ale statului. Începând cu anul 2007, în Republica Moldova are loc un proces continuu de creare și dezvoltare a sistemului de achiziții publice. Un factor important în acest sens a fost procesul de integrare europeană. Dinamica volumului anual al achizițiilor publice, în care predomină achiziția de bunuri, este instabilă. În ultimii ani, s-a înregistrat o anumită scădere sub influența unei crize pandemice. De asemenea, este remarcabilă transformarea calitativă a sistemului de achiziții publice din Republica Moldova prin implementarea masivă a tehnologiilor informaționale și a standardelor moderne de transparență.
