      During the 1942-1943 drought in Central Plains, parts of the Shanxi-Hebei-Shandong -Henan border areas suffered serious disasters. At the same time, the Shanxi-Hebei-Shandong -Henan and Shanxi-Gansu-Ningxia border areas were one of the main destinations of the flood victims in Henan, and it became an urgent task for the Communist Party of China to deal with the disaster. In response to the drought, the Communist Party of China has taken a variety of effective measures, including: Timely reporting the disaster situation and appeal for emergency relief; To issue relief policies and disaster response instructions; Properly resettling victims and distributing emergency relief materials; Carry out self-rescue in production and implement work relief; Selection of labor heroes and propaganda typical figures, etc. By coping with the drought and famine, the Communist Party of China has ensured the basic survival needs of the victims, deepened the public's recognition of the "new world" in the border region, and won the support and support of the people.
