Nursing staff and the development of nursing services during the COVID-19 pandemic.

The availability of sufficient, efficient nursing staff and the development of nursing services are crucial in the provision of high quality care to healthcare services users. Provision of adequate nursing staff is of vital importance as it affects patient outcomes and safety. Limited nursing staff and a low ratio of nurses per patient are associated with an increased risk of patient death. Understaffing affects the staff members themselves, the patients and the healthcare organizations, and, internationally, measures focusing on setting a safe nurse-to-patient ratio have been developed. Factors that increase the need for nursing staff are the increasingly demanding nursing care of patients in hospitals following advances in technology, the ageing of the population, and the increasing numbers of patients and their co-morbidities. The COVID-19 pandemic constitutes a new significant determinant of increase in the need for qualified nursing staff. The COVID-19 pandemic has caused major organizational issues in healthcare systems worldwide, even in the developed countries with their reasonably well-organized primary and secondary healthcare systems. Staffing plans during the COVID-19 pandemic should focus on the care needs of patients with COVID-19, and should include the deployment and allocation of skilled clinical staff. Healthcare systems internationally need to take immediate and effective action regarding the availability of qualified nursing staff, to be better prepared for future public health threats. Η νοσηλευτική στελέχωση και η ανάπτυξη των νοσηλευτικών υπηρεσιών συνιστούν καθοριστικές παραμέτρους στην παροχή ποιοτικής φροντίδας στους χρήστες των υπηρεσιών υγείας και στο αντίστοιχο κόστος. Η επίτευ- ξη επαρκούς νοσηλευτικής στελέχωσης είναι σημαντική, καθώς επηρεάζει την έκβαση και την ασφάλεια των ασθενών. Το περιορισμένο νοσηλευτικό προσωπικό και η μικρότερη αναλογία νοσηλευτών ανά ασθενή σχετίζονται με αυξημένο κίνδυνο θανάτου. Η νοσηλευτική υποστελέχωση, εξ άλλου, επηρεάζει το προσωπικό, τους ασθενείς και τους οργανισμούς, με τα μέτρα να επικεντρώνονται διεθνώς στην οριοθέτηση μιας ασφαλούς αναλογίας νοσηλευτών ανά ασθενή. Οι παράγοντες που αυξάνουν τις ανάγκες σε νοση- λευτικό προσωπικό είναι η ολοένα και πιο απαιτητική νοσηλευτική φροντίδα των ασθενών στα νοσοκομεία λόγω της προόδου της τεχνολογίας, η γήρανση του πληθυσμού, η αύξηση των ασθενών και οι συννοσηρότητες. Η πανδημία λόγω της COVID-19 αποτέλεσε έναν νέο καθοριστικό παράγοντα αύξησης των αναγκών σε εξειδικευμένο νοσηλευτικό προσωπικό. Η πανδημία λόγω της COVID-19 έχει προκαλέσει σημαντικούς κλυδωνισμούς στα συστήματα υγείας παγκοσμίως, ακόμη και σε ανεπτυγμένες χώρες με αρκετά καλή οργάνωση τόσο στην πρωτοβάθμια όσο και στη δευτεροβάθμια φροντίδα υγείας. Τα σχέδια στελέχωσης κατά τη διάρκεια της πανδημίας λόγω της COVID-19 θα πρέπει να επικεντρώνονται στις ανάγκες του προσωπικού για τη φροντίδα των ασθενών με COVID-19, περιλαμβανομένης της ανάπτυξης και της κατανομής εξειδικευμένου κλινικού προσωπικού. Τα συστήματα υγείας διεθνώς πρέπει να κινηθούν άμεσα και αποτελεσματικά προς την κατεύθυνση αυτή, έτσι ώστε να είναι καλύτερα προετοιμασμένα σε μελλοντικές απειλές της δημόσιας υγείας.
