He also does not distinguish between Gini coefficients based on household income and those based on household expenditures; Indonesian estimates are usually based on expenditure figures, which are not directly comparable with other countries in Asia, let alone the OECD countries. Trade openness may well have increased less rapidly in Indonesia than in China, India and Vietnam since 1980, but in 1980 these three last economies were still largely closed to global trade.
