The article looks at the history of deaf exclusion in Great Britain. Topics include the support shown by the British Deaf community for the British Sign Language (BSL) Bill which is on its third reading in the House of Commons, the impact of the BSL Act on people who use BSL as their first or preferred language, the importance of speech in deaf exclusion, and an argument in the Roman law code that deaf people should be treated as infants since they could not voice consent.
