- Abstract: In 2016, the Québec government passed the first complete overhaul of its Immigration Act since 1968. This article presents an exploratory analysis of the consideration in committee of Bill 77 at the National Assembly. Bill 77 later became the 2016 Québec Immigration Act. In dialogue with Hélène Pellerin's work, this article considers whether the mobility migratory paradigm was visible in the speeches of elected officials involved in the parliamentary work around Bill 77. The qualitative analysis demonstrates that principles stemming from the mobility migratory paradigm are indeed influential in Québec immigration policy. In particular, this article documents the rising importance of the theme of "efficient immigration selection" in parliamentary debates and discusses how it might respond to new needs for the legitimization of government actors in the management of immigration in Québec. - Abstract: En 2016, le Québec a procédé à la première refonte générale de sa loi sur l'immigration depuis 1968. Cet article présente une analyse exploratoire de l'étude du projet de loi 77, devenu par la suite la nouvelle Loi sur l'immigration de la province. En dialogue avec les travaux d'Hélène Pellerin, cet article s'intéresse à l'influence du paradigme migratoire de la mobilité sur les discours des élus à propos du projet de loi, ainsi qu'à ses conséquences en matière de légitimité de l'État. Cette analyse exploratoire montre la pénétration des principes issus du paradigme migratoire au Québec. En particulier, les débats sur le projet de loi montrent la montée en puissance de la solution que représente la « sélection efficace » des immigrants comme source de légitimation pour les acteurs gouvernementaux.
