This chapter profiles former U.S. Secretary of State John Milton Hay. Besides fostering good relations with Great Britain and expanding American interests to include the Far East, Hay is remembered for the treaty he negotiated with British ambassador Julian Pauncefote, which authorized the United States to build, own, and operate a canal through Central America. The Hay-Pauncefote agreement of November 1901 helped to clear the way for the eventual opening of the Panama Canal in 1914.
