      They set out how both violate the I spirit i of WTO law without contravening the I letter i of the law, rendering other WTO members unable to use the WTO dispute settlement process to tackle the resulting trade distortions and tensions. The book notes but rejects many of the complaints made by trading partners against China, observing for instance that Beijing has formally complied with all of the rulings made against it in WTO disputes and has never faced retaliatory actions for noncompliance (51).
