      This article reports that while there is broad agreement that the reelection of President George W. Bush will give a favorable push to health savings accounts, there is less certainty about the potential impact on efforts to revamp the nation's pension laws. Eventually, the PBGC may have to ask Congress to boost employers' premiums, which could lead to plan terminations and deprive the PBGC of revenue. Finally, the more than 1,000 employers, including some of the nation's biggest, with cash balance plans have faced uncertainty and litigation due to the failure of Congress and regulators to develop rules for the plans. Republican John Boehner, R-Ohio, who chairs the House Education and the Workforce Committee, has pledged to push for comprehensive reform.
