The article presents the discussion on agencies participating in the Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) programs. Topics include implementation of the minimum requirements for preventing fraud, waste, and abuse in the programs; and fostering and encouraging participation by minority and disadvantaged persons in technological innovation.
