التنمية المستدامة في المناطق الصحراوية الهضعة الغرعية في العراق (أنموذجا). (Arabic)

The sustainable development means the optimal investment of human and natural resources in order to achieve the process of environmental balance. This is to provide the continuity of their use and non-depletion to enable the future generations to get their benefits in order to live a better life in a way that provides essential needs for any population. Therefore the sustainable development aims not to exhaust the resources especially the rare ones but to use them rationally. The desert areas are very rich of these resources especially the western plateau of Iraq, which is considered a source for many natural resources. Therefore the study attempts to highlight the role of the sustainable development to invest the desert areas like the western plateau, which has environmental capabilities that can be adopted to establish may developmental projects in the light of human and natural qualifications in order to set a clear study that invests different sources in this area of Iraq. The study is chosen because of many environmental problems that attack the desert areas such as the availability of water ( the lifeblood of such areas) which is being very scarce. Therefore the sustainable development is the means that can be adopted in addressing obstacles and some problems that prepares the way to invest these areas in a way that achieve equivalence in using resources and the ability to redistribution the population. And this helps in achieving the developmental balance in the desert areas of Iraq especially the western plateau. [ABSTRACT FROM AUTHOR]

التنمية المستدامة تعني االستثمار األمثؿ لمموارد البشرية والطبيعية بما يحقؽ عممية التوازف البيئي لممحافظة عمى الموارد الطبيعية المتاحة لتاميف استمرارية استخداميا وعدـ نفاذىا لتتمكف األجياؿ الالحقة مف االستفادة منيا لتحقيؽ حياة أفضؿ بما يؤمف الحاجات األساسية ألي مجتمع سكاني . وفي ضؤ ذلؾ فاف التنمية المستدامة تسعى لعدـ استنفاذ الموارد وخاصة النادرة منيا واستخداميا استخداما رشيد، سيما واف المناطؽ الصحراوية تزخر بالكثير مف تمؾ الموارد ويتجسد ذلؾ في اليضبة الغربية مف العراؽ والتي تعد مكمف لمعديد مف الثروات الطبيعية . ويعد ىذا البحث محاولة البراز دور التنمية المستدامة الستثمار المناطؽ الصحراوية ومنيا اليضبة الغربية التي تمتمؾ إمكانيات بيئية بمكف اعتمادىا إلقامة العديد مف المشاريع التنموية في ظؿ المؤىالت الطبيعية والبشرية مف اجؿ وضع سياسة مدروسة واضحة تعمؿ عمى استثمار الموارد المختمفة التي تحتضنيا ىذه المنطقة مف العراؽ . وجاء اختيار البحث لما تعانيو المناطؽ الصحراوية مف مشكالت بيئية متعددة ومنيا عدـ توافر المياه التي تعد شرياف الحياة في مثؿ تمؾ المناطؽ واف تو افرت فيي شحيحة بطبيعتيا ، وليذا فاف التنمية المستدامة ىي الوسيمة التي يمكف اعتمادىا في معالجة المعوقات وبعض مف المشكالت التي مكانية إعادة تفسح المجاؿ أماـ استثمار تمؾ المناطؽ وبما يحقؽ التكافيء في استغالؿ الموارد وا توزيع السكاف لتحقيؽ التوازف التنموي في المناطؽ الصحراوية مف العراؽ ومنيا اليضبة الغربية.
