Jordanian relationship with European Community (Economic and Technical Cooperation Agreement of 1977) Study of the Convention and its results and its subsequent effects. (English)

The study deals with the economic and technical cooperation of 1977 Agreement between Jordan and the European Community as a model for understanding the relationship, and studies its impact on the Jordanian economy, and the inequality in the relationship in fact and effect. The study seeks to answer the key question is how to understand the relationship of Jordan to the European Community in the light of the cooperation of the 1977 agreement as a model for understanding the relationship with the group and the rest of other countries? And what it's consequences on the Jordanian economy, and how this agreement affected the relations between Jordan and the European Community? The study uses the legal approach and the methodology of systems analysis, the study results, including that the Mediterranean region, Jordan part of it, is an important area for European countries politically and economically, and that the stability and growth of the region is essential for European reality; so the Mediterranean partner countries should be aware on one hand, and reins to take the initiative by asking issues boldly and transparently on the other hand. تتناول الدراسة اتفاقية التعاون الاقتصادي والفني لعام 1977 بين الأردن والجماعة الأوروبية كنموذج لفهم العلاقة ودراسة أثرها في الاقتصاد الأردني، ودراسة عدم التكافؤ في العلاقة من حيث الواقع والأثر، وتسعى الدراسة للاجابة عن تساؤل رئيسي، وهو كيف يمكن فهم العلاقة الأردنية بالجماعة الأوروبية في ضوء اتفاقية التعاون كنموذج لفهم العلاقة مع الجماعة وبقية الدول الأخرى؟ وما النتائج المترتبة على الاقتصاد الأردني، وكيف أثرت هذه الاتفاقية في العلاقات بين الأردن والجماعة الأوروبية؟ وتستخدم الدراسة المنهج القانوني ومنهج تحليل النظم، وهما المنهجان الأمثلان؛ فالمنهج القانوني هو المنهج الملائم عند الرجوع إلى بنود اتفاقية التعاون بين الأردن والجماعة الأوروبية للتعرف إلى انعكاساتها على الاقتصاد الأردني، كما سيستخدم منهج تحليل النظم كونه دائرة ديناميكية من التفاعلات السياسية، فقد بين عناصر المنهج عن طريق المدخلات )العلاقة بين الأردن والجماعة الأوروبية( والمخرجات )تداعيات هذه العلاقة على واقع الاقتصاد الأردني( والتغذية الراجعة )استمرار العجز في الميزان التجاري الأردني، وما نجم لاحقا من تعديلات على ذات الاتفاقية، واتفاقية الشراكة بين الطرفين(. وتوصلت الدراسة إلى نتائج منها أن منطقة البحر المتوسط والأردن جزء منها، هي منطقة هامة للدول الأوروبية لذلك على الدول المتوسطية الشريكة أن تدرك ذلك من جهة، وأن تتخذ زمام المبادرة بطرح القضايا بكل جرأة وشفافية من جهة أخرى، بالإضافة إلى نتائج أخرى منها أعادة تقييم سياسات الأردن مع الاتحاد الاوروبي.
