      Japan promised to restrict new Japanese laborers from immigrating to the United States, although family members of Japanese people already in the United States were exempted from the ban. The arrival of the picture brides and the passage of restrictive immigration laws kept some of the Japanese and Korean laborers permanently in Hawaii and the United States. Takao Ozawa had lived in the United States for 20 years and worked as a laborer.
