      Doubek came in after two prior efforts to change the Illinois Constitution ran into a legal force of nature otherwise known as attorney Mike Kasper. Kasper, whose clients have included House Speaker Mike Madigan, successfully tied up in court two citizen-led initiative campaigns, throwing up such a fog of arcane intricacies that advocates decided on a new approach. Rather than back a citizen-led initiative - Doubek chuckled when I asked her if it's possible to make any proposal Kasper-proof - Change Illinois wants lawmakers to take up the issue themselves, putting a proposed amendment directly on the November ballot.
