Four Profiles in Public Works: Trajectories, Orientations and Links During the Last Civic-Military Dictatorship.

El artículo analiza a los actores del universo de la obra pública en el período de la última dictadura cívico - militar. Con foco principal en el elenco de funcionarios responsables, sus trayectorias y perfiles profesionales, se establece una mirada relacional, atenta a las dinámicas y vínculos entre los funcionarios, empresarios y grupos profesionales; y diacrónica, que da cuenta de las continuidades y rupturas entre las cuatro gestiones del Proceso. Tal como se sostiene a lo largo del trabajo, las gestiones presentaron diferencias relevantes en el perfil de los responsables, en los lineamientos enunciados para el sector en cada etapa y en los vínculos, alianzas y sostenes que establecieron con el resto de los actores del sector. Estas diferencias dan cuenta de reorientaciones en cada etapa del Proceso, y de los cambiantes sentidos que tuvo la obra pública en cada coyuntura. [ABSTRACT FROM AUTHOR]

The article analyzes the actors related to public works in the period of the last military dictatorship. The main focus is on the cast of public officials, their career paths and professional profiles, but the article also analyzes the dynamics and links between officials, businessmen and professional groups; focusing on the continuities and ruptures between the four administrations of the Process. As it is sustained throughout the work, the public officers profiles, the guidelines of the administrations and the links with other actors presented relevant differences in each period. These differences account for reorientations at each stage of the Process, and the changing uses that the public work had at each juncture. [ABSTRACT FROM AUTHOR]
