      The industrial capacity has been vastly expanded by the war, recent cries of anguish from the machine-tool industry provided the most dramatic example of the need for reviving markets abroad. Although one-fourth of the food is being used for military and lend-lease purposes, domestic food consumption per capita has reached the highest level in a generation. Furthermore, shipping surpluses abroad instead of restricting the output maintains a higher level of employment and economic activity in the U.S.
