This article focuses on the principles of lobbying. When the special house committee investigating lobbies began hearings several months ago, many observers felt that members of New Republican Party were like to frustrate the intentions of its chairman. The committee does not criticize lobbying in principle. It recognizes that the constitutional guaranty of the right to petition for a redress of grievances sanctions lobbying. Liberal and labor lobbyists, it points out, use the same techniques as business lobbyists, and all raise money from their supporters by scaring them about coming crises.
