      The article discusses the social safety net programs for children in the U.S. in terms of reductions in taxpayer expenditures. It explores the intergenerational conflict involving health care costs that may distract from the major driver of spending although the comparison between spending on children and spending on the elderly is instructive. An analysis focusing on the tax and transfer benefits for seven of the largest programs affecting children is also outlined.
