      A group of New York State legislators visited Detroit in 1961, determined to convince automotive industry officials of the value of installing seat-belt anchorages in their cars. The industry, however, was just as determined to prove to the legislators that it would be senseless to supply the anchorages. Indeed, now that seat belts are standard equipment in many cars, the dummies with the smashed heads are returning to haunt the automobile industry strong pressure is being exerted on it to redesign windshields so that heads won't be smashed on them.
