Vann Woodward at the instruction of John Doar, special counsel to the U.S. Congress House Judiciary Committee, in 1974 that looked at misconduct by U.S. presidents from 1789 to 1969. The author discusses how the findings compare to the accusations and suggestions surrounding the administration of President Donald Trump.
