- Abstract: The article reports that George Pataki, governor of New York, is promoting a cap-and-trade system and sent letters to nine fellow governors inviting them to join a bipartisan alliance aimed at fighting global climate change. Topics discussed include 10 states that signed up with the Regional Greenhouse Gas Initiative (RGGI), Environmental Protection Agency put forward the Clean Power Plan, a regulatory framework that aimed to cut emissions and reduction of nitrogen oxides.
