      The officials under the administration of President George W. Bush told a House Government Reform subcommittee that some contractors got kickbacks and other favors under the United Nations managed Oil for Food Program in Iraq, but added that allegations against specific United Nations (UN) staff members remain hazy and unsubstantiated. The officials also reaffirmed widely accepted reports that Saddam Hussein had cleverly manipulated UN-backed sanctions to smuggle oil out of his country and pad contracts for food commodity purchases to slip under the notice of UN, American and British overseers at the United Nations.
