      Piers Handling is used to being a non-stop communicator. Now, he's getting Canada's top award for it. Handling, head of the not-for-profit Toronto International Film Festival Group, will next month receive the Canadian Public Relations Society's CEO of the Year Award of Excellence in Public Relations for 2003. The 11-year-old award recognizes chief executives who, apart from being top-notch financial and administrative managers, demonstrate success as excellent communicators. Handling will be presented the award at a luncheon ceremony on February 3, 2004 at the Fairmont Royal York in Toronto, Ontario.
