The Adoption and Safe Families Act that the health and safety of children are a paramount concern and requires states to make all reasonable efforts to avoid having to place children in foster care. When children are placed in foster care, the law requires that they eventually be returned to their biological parents unless doing so presents a danger to the children. Permanency plans must be developed for all foster children who have not been reunited with their biological parents within one year. There were approximately 588,000 children in the foster care system in the United States in 2001. In 2001, the estimated average age of children in foster care was 10.1 years.
