Local Abstract: [PIP] The first part of this paper presents a model-framework for explaining the urbanization and its relationship to the national development process which is relevant in the context of Indonesia and many other developing countries. Unlike most of the framework upon which an urbanization model is usually developed, the one presented here takes into consideration not only the urban and nonurban dimension but also the explicit separation of economic sectors (i.e., modern and traditional). The 2nd part of the paper deals with an alternative-model on urbanization in which the human attitudes of the prospective migrants are not treated as constant. In a sense, therefore, there is a stochastic element involved in the model. Such an approach is thought to be of great value ultimately for the human beings who made the decision about whether or not to migrate. Although a link between the framework (part 1) and the model (part 2) has been made, a more comprehensive and explicit model remains to be developed in the future. The main purpose of this paper is to invite an awareness that: a) any reasonable model on urbanization must relate a spatial phenomenon such as urbanization and overall economic development process by treating explicitly the separation of modern and traditional sectors; and b) such a model dealing with social phenomena and human decisions must therefore take human attitudes into account.
